- Strong justification for need or update of a tree inventory
- Describes specific urban forestry challenges the inventory will address
2. Local Capacity to Support Inventory
- Clear Plan for who will help conduct the inventory ( staff, tree board, volunteers, etc.) with the consultant
- Indicates capacity to complete inventory if grant funds are insufficient
3. Post-Inventory Management Plan
- Identifies who will maintain/manage inventory
- Describes how the inventory will be used in ongoing tree care decisions
- Explains how inventory data and management plan will be incorporated into budgeting or planning
4. Management Plan Development
- Articulates how the inventory will be used to develop a tree care and maintenance plan
- Describes perceived value of a management plan for long-term urban forestry goals
5. Partnerships & Collaboration
- Identifies partners supporting inventory or management plan
6. Training Needs & Readiness to Learn
- Identifies training needs for using and maintaining inventory
- Demonstrates motivation to build internal capacity
